Closed three years ago, the Silgan Plant at 1191 Lake Ave. is set for purchase by Windy City Motorcycle Co., which owns the Woodstock Harley-Davidson dealership. The facility will serve multiple purposes, including winter storage for more than 4,000 bikes.
