Two envelopes with vote-by-mail ballots for the April 4 election were sent to a Woodstock man eight days apart. County Clerk Joe Tirio said it was the first report his office had received about duplicate ballots, but it led to a search that found six total from among the more than 27,000 ballots mailed out.
